NCME Honors State Technical Advisory Committee (State TAC) Service

The National Council on Measurement in Education (NCME) honors the service of current members* of Technical Advisory Committees that serve state testing programs (State TACs). State TACs help state agencies to fulfill requirements for technical analysis and ongoing maintenance under the U.S. Department of Education’s Assessment Peer Review Process.

State TAC members are independent experts in educational testing and measurement. They meet periodically to evaluate evidence that state agencies and their test vendors supply about the quality of the state testing program. State TACs serve the students, parents, educators, and citizens of the state by ensuring that state agencies have independent judgments about test validity.

As independent experts, State TAC members do not speak on behalf of state agencies, nor are they responsible for the quality of state testing programs. However, they play an important and often unseen role in upholding the NCME Mission to advance applications of educational measurement to benefit society.

NCME also maintains a list of additional early and mid-career experts eligible to serve on State TACs whom existing TAC members have recommended. * NCME is planning an effort to identify former NCME-affiliated members who have served State TACs previously. TAC members do not include those primarily in facilitative roles. Many other local, federal, multistate, international, and industry organizations also have TACs. NCME will expand this list in the future.

NCME has identified the following experts as actively serving one or more State TACs in 2025. Experts may specify all, some, or none of the states they serve, and they may remove themselves from this list. This does not represent an official State TAC roster.
