NCME Responds to IES Modernization RFI

The National Council on Measurement in Education (NCME) has submitted a formal public comment to the U.S. Department of Education’s Institute of Education Sciences (IES) in response to their Request for Information (ED-2025-IES-0844), focused on the modernization of IES and its centers.

As the leading professional organization dedicated to advancing educational measurement, NCME welcomed the opportunity to provide input on the future of federal education research and statistics infrastructure. In its response, NCME highlighted six foundational priorities essential to the success of IES modernization:

1.   Follow the Law
Emphasizing that modernization must occur within the legal framework established by the Education Sciences Reform Act and the Foundations for Evidence-Based Policymaking Act.

2.   Uphold Professional Standards
Calling for adherence to established professional standards for educational and psychological testing, including consultation with technical experts and NCME’s network of advisors.

3.   Preserve the Integrity of Federal Education Data
Urging IES to maintain the transparency, technical rigor, and trustworthiness of flagship programs such as NAEP and NCES foundational data collections.

4.   Promote High-Quality Education Research
Supporting a diverse and responsive research agenda that addresses both enduring and emerging challenges in education.

5.   Invest in Innovation and Expertise
Encouraging investment in cutting-edge measurement science, artificial intelligence, and future workforce development through targeted training grants and expert leadership.

6.   Provide Adequate Resources
 Recommending that NCES and other IES programs be resourced sufficiently to deliver trustworthy and timely data, supporting both policy and research.
